Baosteel Project Management Information System Design And Practice

The engineering construction project usually involves large scales of investment and many stakeholders.Therefore, the main tasks of project management are to coordinate various resources and to implement project cost management.With the development of project management software, more and more company begin to use project management software to support their project management. Some project management softwares, such as Primavera P3/e, IBM Rational Portfolio Manager, Microsoft Project, have been widely applied in project management. However, instead of managing the process of a project, those softwares are result oriented and weak in supporting stakeholders'coordination during the project construction process.Based on a thorough analysis of the historical development of the management of engineering construction projects in Baosteel and a review of theories and practice of engineering construction management in China and other countries, this thesis presents a key design of Baosteel Project Management System (abbreviated as BPMS), including:1.Overall Design of BPMSBased on the analysis of applications in developing information systems and the practice of project management at Baosteel, it presents an overall design of the system application structure, technology structure and architecture of computer hardware.2.Elaboration of Project Scope ManagementAccording to the characteristics of iron and steel industry, it describes the code design of Work Breakdown Structure (abbreviated as WBS) in project management systems.3.Elaboration of Project Cost ManagementBased on the analysis of the workflow of cost management, it puts forward a project cost managment design which is based on project scope management and cost process control.4.Cooperation of Project StakeholdersAccording to requirement of project matrix management, a design of matrix authorization system including functional authorization on dimension of function management and data authorization on dimension of project. With this design model, BPMS has been effectively and usefully explored on integrated application layer on the Internet.With these key designs, it has proven, the BPMS strongly supports the cooperation of project stakeholders and investment control of 1383 engineering construction projects in Baosteel, it has helped Baosteel to save about 0.3 billion RMB in 2009.Moreover, this key design could be applicable in other enterprises similar to Baosteel for developing large construction project information system.
