From the historical development of the world, the customs is the oldest of government institutions, It plays a dual role to maintain the sovereignty and develop the economy. On the one hand, The customs plays the role of "international defender",which is one of the important national administration of management practitioners; On the other hand, its activities have a direct connection with international trade and foreign economic exchanges, as a management institutions, customs has a pivotal role in the national economic activities (economic functions). In today’s world of intensified international competition, China’s customs management appeared in many aspects (ideas, system and technology) does not adapt the development, so the customs administration in our country put forward new and higher requirements.This paper will take the trade facilitation as perspective, in-depth analysis of the basic theory of trade facilitation, from the current China’s customs in the process of trade facilitation themselves don’t adapt to the place to start, and through to the Chengdu customs via global model interviews of empirical research, and on the basis of the theory of trade policy and institutional change theory research analyzes the customs how to find the balance of trade facilitation and national security, how to change traditional ideas into a service-oriented customs, how to draw lessons from the beneficial experience of the world customs, how to deal with the development of modern science and technology has brought China’s customs management challenges and opportunities. Finally based on customs modernization theory, find a suitable for the development of China’s customs modernization.This article is divided into seven parts, each part of the study summarized as follows:The first part is the introduction. Including the problems put forward, research significance, research methods; Associated with the study of literature is reviewed; In this paper, the research contents, technical route.The part is for the theoretical basis for the customs management innovation research in China, introduced the trade policy theory and institutional change theory.The second part mainly introduces the development level of customs administration in our country since the reform and opening up and the customs management existence contradiction and source of contradiction analysis, in order to conflict resolving reform through customs management level in our country, promote trade facilitation.The third part under the perspective of trade facilitation of customs management research, first of all to definition of trade facilitation, this paper reviewed the international background and principle of trade facilitation, trade facilitation is analyzed in detail and the national security, what does light or heavy, in today’s China’s customs how to seek the "balance" of the two, is suitable for the situation of China customs management reform road.The fourth part which refer to foreign advanced facilitation of customs management mode, through comparative analysis and summary of its experience, looking for a modern reference for China’s customs administration reform path.The fifth part through the interview method, observation method to Chengdu customs via "global" mode for the first of two interview survey, visit the Chengdu, director of the customs office of Chengdu customs line workers, such as in Chengdu customs via "global" model as a case, analyzes the customs facilitation of progress at present, for our customs management innovation model of positive significance.The sixth part respectively from the ideological level, system level and technical level provides the feasible Suggestions to the modernization of China’s customs management.
