China In The Process Of Trade Liberalization, Tariff Effective Protection Research

After World WarⅡ, trade liberalization that takes General Agreement on Tariffs established in 1947, World Trade Organization founded in 2001 and Regional Trade Arrangements as the important driving force has developed rapidly. Our country formally joined World Trade Organization at the end of the year 2001, and joined the first substantive regional trade arrangement----Bangkok Agreement in 2002. Up to now, our country has gradually stepped in the course of world economic integration and regional economic integration, but our country is still on the initial stage of socialism and there is a wide gap between our economic development level and world advanced level. The young industry and the strategic industry that have a bearing on the development of the whole productive force of China should be protected and gain comparative advantages in proper protection and competition to realize interests of our country. As tariff protection is the only legal protection measure permitted by WTO, it has become more and more important.The general tariff level has a unitary descending tendency in global scope, and the general tariff level of our country has declined from 15.3% of the year 2001 to 9.8% of the year 2007. Under the background of great drop of tariff level, how to realize tariff protection, play the tariff protection function effectively and realize the maximum value of economic interests of our country is the main subject we research on. For this reason, the concept of effective protection of tariffs, that is in World Trade Organization in the declining period of general tariff level taking optimization of tariff structure as the basic measure and in Free Trade Agreement in the period of tariff decrease in turn by optimizing tariff decrease mode and course to optimize tariff structure to effectively play the function of protecting domestic young and strategic industries, has been drawn into the article and thought as the fundamental measure to realize tariff protection. After analysis and research on effective tariff protection in WTO and FTA, personal suggestions of how to strengthen effective tariff protection are provided.
