Tourism Area Project Community Impact Assessment Study

The success of tourism investment projects has some good effects on the tourism destination. It can provide important economic, social and environmental benefits to the place where the construction of the projects is. Given the important impacts of tourism investment projects, the investment evaluation of the projects is proved to be an important mean to ensure the success of the projects. Based on the content, the evaluation can be divided in several parts, including financial evaluation, economic evaluation, social assessment, environmental assessment and evaluation of risks and uncertainties. With the development of tourism, there are more and more tourism projects. Because the development of the tourism, particularly the tourist areas, relies on the resources of a public nature, social assessment plays an important role in the tourism investment project evaluation. At the same time, because of the geographic location, that communities are always near the tourism area, communities occupy an important status in the success of the construction of tourism projects. Therefore in the process of the construction of the tourism projects, the community became an important factor to be considered. By analyzing the existing study on the project assessment and tourism community impact assessment, it is summarized that there are three problems on the current study. The evaluation system is non-systematic, the scope of study is small and the research methods are one-sidedness. On this basis, by reference to the social evaluation index system for investment projects, combined with the characteristics of tourism investment projects, including proving more jobs, strengthening the interaction of different cultures and so on, this article sets up a tourism area project assessment index to evaluate the effects on the community in the process of the construction of the tourism area project. There are three aspects in the index, namely the economic impact assessment on the community of tourism area project, the social impact assessment on the community of tourism area project, the environmental impact assessment on the community of tourism area project, including a total of 12 factors. In order to verify the feasibility of the established indicator system, in the last chapter, the article takes an example of the Shilaoren Seaview Garden for a case study and points out some questions in the study.
