Yunnan Province, The Basic Public Service Equalization

In market economy conditions, the equalization of basic public services is one target of equitable distribution of fiscal policy objectives to be achieved. Equalization of basic public services is a necessary requirement for social and economic development. Skills to achieve the equalization of basic public services will help ease social conflicts, maintain social stability and promoting economic development. Developed countries began very early equalization of basic public services, the implementation of in-depth theoretical study and practical exploration. Based on the degree of development of China's market economy and government finances can be integrated ability to control resources, China was clearly in recent years to gradually achieve the equalization of basic public services.The purpose of this paper is to study the equalization of basic public services in Yunnan Province. Based on the theoretical and empirical analysis, the author gives a rational understanding about the equalization of basic public services in Yunnan Province. In order to quicken the pace of the early realization of basic public services equalization, the author also gives some suggestions.In this paper, in order to determine the degree of equalization of basic public services, two kinds of quantitative methods are adopted. Through the indirect reflection on the financial equalization as well as the direct judgment on the public service levels, the author reaches the following conclusions1. Lack of financial investment on basic public services in Yunnan Province. Basic public services investment by the government has increased than before, but in general it is still not enough.2. The degree of equalization of basic public services improved in the city of Yunnan Province Yunnan Province. Among the cities and towns of Yunnan Province, their coefficient of variation between the per capita revenue and per capita expenditure coefficient of variation have decreased gradually, indicating that they are narrowing the gap between the financial capacities, which indirectly reflects the improvements of their basic public services.3. Between the City of Yunnan Province to provide basic public services, fluctuations in the narrow gap between the financial capacities. The performance of transfer payments'instability of the fluctuation shows some improvements in the transfer payment system in Yunnan Province. The poor rates of per capita revenue and per capita expenditure poor gradually narrowed, which indicates that per capita revenue across regions has gradually reduced the volatility of expenditure.4. The degree of equalization of basic public services declined in our country. Equalization of basic public services index shows a rise in the volatility, and that shows the basic public services throughout the range of variation is decreasing in degree of volatility in the trend.5. Specific basic public services to improve the degree of equality. From 2002-2008, the basic public services on specific terms, basic education, public health, social security and infrastructure projects etc. all indicate the equalization of basic public services have shown a degree of improvement.
