Employment is the most pressing problems to us, it related to economic growth and social stability. With the accelerated process of modernization, the service industry's position in economic development increasingly has become the main channel for creating jobs, which played an irreplaceable role in employment. At present, more and more labor from agriculture and industry need to settlement. Facing unprecedented pressure on employment, accelerate the development of services, increasing employment become the inevitable choice.In 2008,about 661.4 million person employed in services sector, accounting for only 25.1% of the total employed population, which shows that services have a great space for creating jobs. In the end of 2009, the registered urban unemployment in Yunnan Province reach to 15.4 million, an increase of 4.3% over the previous year. According to statistics, in 2009 the number of college graduates, Yunnan Province, about 24 million people, add to unemployment of the graduates over the years nearly 4 million people, graduate employment situation is rigorous. Services not only to absorb large numbers of rural surplus labor transfer, but also provides a large number re-employment opportunities to urban laid-off workers, and become the main employment channel for college graduates. Accelerate the development of service industry, not only solve the increasingly serious problem of employment, but also made economic development of Yunnan rapidy, and building a harmonious society has a strong boost.The articles sort out services theory in the the basis, based on the current employment situation in Yunnan Province, have a full range of analysis about the basic status of employment in Yunnan Province and use various statistical methods, by the employment elasticity, employment growth space ,structure deviated from the degree of employment indicators to evaluate the ability to absorb employment service, Through the study we found that the comparison by agriculture and industry, service has more extensive potential and room for employment. Finally, Reference successful experience on domestic and international services employment policies, in the basis of empirical research, combined with the current development policy of Yunnan, proposed to the development of policy in Yunnan Province. This article base on services employment through research, providing a new way to solve the unemployment in Yunnan Province but also provide a theoretical basis and reference value for the government .
