Employment is the people’s livelihood,to solve the employment problem relates to the important aspect of economic growth, reform, development and social stability.China, as the biggest developing country with a large population, abundant labor resources, the relative scarcity of jobs counterpart is the current basic national conditions.As the country promote economic restructuring and deepening reform gradually,the new employment problems need to be solved. Employment homeopathic become a major social issue at this stage,to solve this problem is the necessary condition to live and work and build a harmonious society,should arouse enough attention.Currently,economic and society of Inner Mongolia achieve rapid development,has maintained a high economic growth, then without a corresponding increase in employment,or even negative growth. According to <China’s social security development report>, Inner Mongolia is one of the regions with the high unemployment rate and labor force participation rate. This seriousness and urgency of the employment market is bound to affect the development and stability of people’s livelihood and enhance the level of minority areas. Under the new economic conditions,due to the further development of science and technology and the progress of reform,Inner Mongolia is in an important transition period of economic growth and the economy, employment shows the new features, such as structural and institutional change, to some extent restricts the regional economic health,rapid and steady development. Especially in the 12 th Five-Year Plan since the existence of the industrial structure,urban structure,ownership structure and other issues more seriously restricts solving the employment problem. Based on the background above, this paper attempts to clarify the mechanism affecting the employment of workers with following parts in economic transition period : the relationship between technological innovation and the employment of workers; in particular the factors affecting the employment of workers in Inner Mongolia;the impact of ownership structure on workers employment; impact of industrial structure changes on workers employment.According to the quantitative and qualitative comprehensive analysis above,then putforwards the policy recommendations to promote workers employment growth in Inner Mongolia.
