On Adaptation, Moral Virtue And Under Market Economy Conditions

The idea of administering the country by rule of virtue proposed at the council of national Propaganda Minister in January this year, which is strongly aimed at the reality, is the heritage and development on the state theory of Marxism . At the primary stage of socialism and during* the process of improving market-oriented economy,the system of belief in ethics has not been established yet.Under the present national situation,it is necessary to make the ethics and the rule clear when proposing the idea of administering the country by rule of virtue,that is to rule the country by what sort of ethics as well as by what means and make the relationship between rule by virtue and rule by law,so that during the process of earring out the idea of rule by virtue ,we definitely know what is supposed to be done and what is supposed not to be doned.The thesis consists of three partsFirst part is focused on the possibilities and necessity of ruling by virtue,which is highly required for developping socialist market-oriented economy, On one hand ,the idea of ruling by virtue is deeply based on the Chinese traditional idea of ethics. Although the acient idea of ethics has essential distinction with the modern idea of ruling by virtue, its merits on specific content are still worthy of drawing lessons and filling up .On the other hand, under the background of developping market-oriented economy all_out, the equality ,competitiveness,and openness of market_oriented economy demand to develop socialist ethics highly.Meanwhile,modern China still keep some elements hindering the development of market-oriented economy ,for the influence of traditional planned economy,so that these two kinds of economy systems are directed against each other during the transferring process of two systems,which, to some extent ,causes theunstable situation of people on belief,thus the dismerits of market-oriented economy come out ,therefore it is vital to modernize and systemize the establishment of ethics.The second part is to state how to deal with the dialectical relations properly between rule by virtue and rule by law ,which is aimed to make people understand the real meaning of rule by virue. Both need to implement equally ,either rule by virtue or by law,but they are still two different concepts belonging to two different categories.They are different,but cooperated.Rule by virtue is ethic base of carrying out law,and rule by law offer the legal support to rule by virtue.Implementing these two things,it is necessary to avoid to abort ethics for law,or replace law just by ethics.The third part is to state the idea that to propel the process of rule by virtue ensure the healthy development of market-oriented economy.The perfect of ethics is supposed to be based on the current nation status and needs to carry out step by step .Neither are we able to span the tep,nor fall behind the step. So we are supposed to combine the priority and the extensiveness with both encouragement ,permission,and improvement, which causes each levels of society to abtain their own standard of ethics.During the process of ethics education ,we should avoid to instil the ethic idea since we have been aware of the extension of the person' s characteristics and seek the proper way of ethics education ,which is able to make the self-development and self-ajustment on the worth of ethics come true.
