With the increasing development of the globalization, the safety problem of the national culture is more outstanding than before. Under the background of the globalization, how to construct a safe system of our national culture and how to safeguard our national culture safety become very important, about which is talked in the thesis.The thesis is consisted of four parts. In the first part, the meaning of the national cultural safety and its development are demonstrated, By this way, a conclusion is drowned that cultural safety is a new change of the national safety meanings the period of the globalization.In the second part, the severe challenges that the Chinese Cultural faces are pointed out. The cultural safety is a topic of the world, but the problem is mainly referred to the western per-eminent culture, which is permeating and invading into many developing countries' and invading into many developing countries' culture. As far as China is concerned, the interior factors that affects its cultural safety are mainly diversifications of the ideological culture and the problem about corruption. And its external factor is that China faces peaceful evolution and the cultural hegemony, etc.In the third part, from the angles of fusion, confliction and innovation, the integrative strategic construction about Chinese cultural safety is described in great detail.Finally, the concrete strategy of the Chinese cultural safety in 21 centuries is unveiled. Attention should be given to these aspects: insisting the Marxist cultural conception, developing the national culture, benefiting form the experiences of other country's cultural safety and strengthening the cultural legislation.
