Though having been put forward for many years, the music education rooted in Chinese culture still remains in a marginal position on the level of school education. This problem is mainly due to Western Centralism, but it is also indicative of the lack of interdisplinary perspective as well as the underestimation of cultural- transmission function of music education. As an integrative part of culture, how to orientate and develop the local music education in this modern and pluralistic world is what we need to face and consider. The thesis aims to explore the reasons of marginal positions of Huai opera education from the perspective of observing and studying the origin and hereditary in local music.Meantime, it also intends to explore the necessity of establishing independent local music training program under the global context. The study intends to perform further research and analysis on the philosophical foundation of Huai opera as music training program. From our research work, we can clarify the education of Chinese local music with regional features which must be rooted in the soil of Chinese culture and imparted culturally. The construction and study of music training course must be based on the cultural philosophical foundation. Meanwhile, it will also absorb the essences of modern cultural philosophy and pedagogy theory. Above all, we should engage ourselves in establishing the music training courses with Chinese characteristics under the context of international music equality and harmonious talk.
