Being the first case as the World Cultural and Natural Heritage and national scenic attraction, Mount Tai must be equipped with the management system and mechanism corresponding to its position. Since the pre-Qin Dynasty, officials were appointed by the central governments to protect and manage the mountain incessantly dynasty after dynasty. Entering the modern era, with the economic development and social progress, the contradiction between management and protection of scenic spot and its development is becoming more and more conspicuous. As the double heritage and world-renowned mountain, the significance for the protection and management of Mount Tai is more far-reaching than ever. It's our solemn commitment and duty-bound and unshirkable responsibility to protect and manage the mountain well. We should make efforts to inquire into the history, status quo, and prospect of the protection and management of the mountain, and put forward the future-oriented development concept concerning the protection and management, which bears a great and far-reaching significance on putting the protection and management of Mount Tai on the scientific, institutional and standardized track.The preface of the article summarizes the category, basic information and the related research condition of Mount Tai. The main body of the article is divided into five parts.Part Ⅰ: the protection and management of Mount Tai by past dynasties before 1911. Those emperors attached great importance to the protection and management of Mount Tai, and established special institutions to conduct management, providing favorable protection to the memorial temples, forest, and cultural relics on Mount Tai. This played a positive role in preserving precious resources and promoting the culture of Mount Tai.Part Ⅱ: the sabotage and protection of Mount Tai. During the turbulence in the period 1911 and 1949, serious damages were caused to Mount Tai. Warlords fought against each other, and the government was incompetent, which resulted in slack management. Thus great damages were brought to the trees and cultural relics on the mountain. During that time, the Kuomingtang Government did not exert much endeavor to protect and manage Mount Tai, while men of vision at that time played a significant role in protecting the mountain and the relics, rendering Mount Tai some protection to certain extent when it was suffering sabotage.Part Ⅲ: the intensified protection and management of Mount Tai by the Government after the People's Republic of China was founded in 1949. At thebeginning of the founding of new China, Mount Tai was put down on the list of important sites to be given special protection by the Party and the Government. And the management institution was restored. Further effort was made to protect the relics and large-scale afforestation was conducted to restore and maintain the mountain. Systematic management was undertaken in the fields of cultural relics, forest, sanitation, public security, industry and commerce as well as planning. All these demonstrate the fact that the management of Mount Tai has been put on the standardized and systematic track.Part IV: the general concept and steps taken for the protection and management of Mount Tai in recent years. With the gradual establishment of market economy system, the people working in the management institution of Mount Tai began to think about the development concept and effective ways to protect and manage the mountain so as to put the management of Mount Tai on a higher level and develop it at a faster speed. We strive to put the management of Mount Tai on the international track, using accurate orientation as guidance of development, advanced concept to allocate resources, strict management standard and procedure and scientific design to forge the products of our specialty, and harmonious perspective to optimize environment as well as the people-first concept to build our management team so as to realize the high-quality development of the scenic spot of Mount Tai.Part V: the protection and management of Mount Tai under the guidance of the concept of scientific development to realize sustainable utilization of scenic spot. The introduction of the concept of scientific development not only provides a policy foundation for the development cause of Mount Tai scenic spot but also points the right direction for the realization of sustainable utilization of the resources. We should make great efforts intensify our research on policies and theories to conduct regional integrated management. We should exert endeavors to set up planning programs, carry out the construction of legal system, strike a balance between the protection and utilization of Mount Tai, and build a sustainable development system to create a favorable prospect for the protection and management of Mount Tai.
