Along with the universal development of economic, an integral development and city-union have been the main method to evaluate a city's competition capacity. Cities as a union can promote a country's economic and a good division of work and cooperation is the important factor to make the city-union to come true, which in turn decide the efficiency and limitation of the cities to exert their function. And the division of work and cooperation must accord with the rules of nature and the practical conditions, It must be in with the internal and disciplinary relationship and division of work between cites.Beijing and Tianjin have been helpt each other for a long time and this area is the most active district of economic development in the north of china. As the center of politics and culture and also the economic center of the north of china, Beijing and Tianjin have the great superiority and potential in development with the good transportation and traffic, the outstanding capacity of industry and technology and the opening to the world widely. It shows very important to make this area to be one of the most active districts by strengthening the cooperation of the two cites and exiting their priority respectively. In the thesis, the interaction relationship and cooperation of each development phase of the two cites are analyzed through a systemic generalization and discussion of the two cities' development in a whole history manner. And the author is devoted to put forward a new mode which available to the development of the two cites.The study mainly includes :Firstly, the relationship of Beijing and Tianjin is generalized before 1949 from the literature of history. The ancient Beijing was built up for the reasons of politics and military affairs, but it cannot exist alone bring not be provided with the superiority of natural and economic conditions, and Tianjin as a assistant city appeared. Beijing had been always the center of politics and the military while Tianjin was the center of economy and the door of defense from the sea. Formed naturally, the division of work and cooperation tallied with objective rules and very reasonable.
