From 17th to 18th century, the Central Government of Qing Dynasty followed the thinking of "taking measures suited to local conditions and the time" to adjust their policy to border areas conti-nuely. Qing Government formulated a series of highly effective policy to Tibet under the principle of 'dominating people according to their custom', such as the system of 'Drawing Lots from Gold Bottle', not only showed clearly that Qing Government successfully ruled Tibet, but also had important realistic meaning for today. From the two emperors of Jiaqing and Daoguang, Qing Dynasty began to wane in power, also, was weakening comparatively on ruling Tibet. Especially, the Daoguang Emperor put Qishan in the important position,Minister-resident-in-Tibet. It became the turning point in the history of Qing ruling Tibet. Because the times when Qishan was living in, his personal experiences and what he did in Tibet have representativeness for studying the policy to Tibet of the late Qing Dynasty , and have profound historical significance.The study focusing on a series of measures taken by Qishan during he was Minister-resident-in-Tibet , to analyse the effect on which the late Qing Dynasty adminastered Tibet. Qishan was a controversial historical figure. Qishan (1790?—1854), was born in a Manchurian noble family.
