He was a famous Chinese author, poet and historical person who got the first and held a post successively and was respected as "eastern Confucian" between Tang Dynasty and SILLA.Many famous scholars of home and abroad make study about Cui as a historical person from the angle of the literature and philosophy. Many search results are not enough to show Cui's full image. In fact he studied abroad to Tang and took an active part in politics of SILLA for realizing his towering ambition. By unremitting efforts left its mark on the stage of political history between Tang Dynasty and SILLA. In this article the activity of Cui to Tang Dynasty and SILLA is as the main thesis at the historical background of Tang and SILLA.Introduction is the chapter one, the part of text concludes chapter two, chapter there, chapter four and chapter five and conclusion is the chapter six in this article.Parts of introduction mainly introduce the research aim, signification and scientific trends of the task.The text concludes chapter two, chapter there, chapter four and five.Chapter Two mainly introduce the background and the subjective and objective reasons for studying to Tang of Cui. The opening of Tang and the friendly relationship between Tang and SILLA made most of SILLA study in Tang because the birth of the Six couldn't be put in a important position. And the making of SILLA bones was the main reason for Cui to study abroad, not only for the limitation of the entering but also for the setting of Tang's.Chapter There mainly discuss the function and the effect between Tang and SILLA of Cui. During studying and holding a post in Tang, he trafficked closely with many Tangs and got the deep friendship. Furthermore he favored SILLA ambassador to finish the visiting by using his own effect. After that he held a post in the hometown, advocated practicing paying in tribute and accepted the authority and obligation about appointing and wrote a lot of diplomatic books for Tang.Chapter Four mainly discuss the experience of holding a post both in Tang and SILLA and  of Cui. The experience in Tang settled the basis of ideas for his returning with his political ability.
