The Tang Dynasty is the most important period for Qidan's development, its foundation created the conditions and opportunities that Qidan could shake off the fetters of Tujue and Gaogouli Kingdom, and go all out to develop itself. While Qidan and Xi, called "the Two States", occupied Liaoxi, the linchpin upon which whether the Tang's central dynasty could control the whole northern region including LiaoXi, LiaoDong and North Asia.In order to research the relationship between the Tang's central dynasty, the thesis first started from Qidan's tribal leaders with textual criticism on their names and official order. With the textual criticism, this section complemented the missing parts and corrected the wrong parts in historical records, and the section was the basis of researching the relationship between Qidan and the Tang's central dynasty. The next section is the relationship between Qidan and the Tang's central dynasty: overall, the relationship between them was good in the Tang Dynasty's near three hundred years, however, the relationship was variable. The relationship between the Tang's central dynasty and Qidan varied between good and bad, in the second they were good neighbors, while next second they became enemies. Such relationship is due to the Tang's central dynasty's national policy and its implementation in the local, and Qidan's political and economic interests as well.
