In 2020, if realizing the construction of "all-round well-off society , GDP will quadruple the volume of the year 2000, which means in the next decade China's annual GDP growth rate will remain at 7%. According to the relative study, investment should even long-term keep around at the level of 40%, and the current science and technology's contribution rate should increase by 20% up to 60%, otherwise, this goal will be difficult to achieve. China must accelerate innovation and establish national innovation system, taking advantage of two markets and two resources to promote science and technology transferring to productivity. Technological innovation is the important basis and mark of the social production's development and liberation. If we do not strive to improve the national science and technology, not to improve the abilities of intellectual innovation and technological innovation, but dependence on natural resources, cheap labor and foreign ready-made technology products, China will be in a passive and subordinate status during the international economic competition, which will inevitably widen the developmental gap with the developed countries.
