The cultural development of China is far behind economical development, as there is a lagging between cultural system revolution and economic system revolution. In this paper, based on public goods theory and public choice theory, I will summarize the changes in public cultural service in both urban and rural areas, figure out the fundamental reasons of the imbalance between supplying and demanding of rural public cultural service, and seek solutions. The clue of the paper is based on the supplying entity of urban and rural public cultural service, while the paper focuses on the enlarging gap between rural and urban public cultural services. It is a principle that the research must be highly integrated, although the objects of rural and urban public service research are not identical. Realizing that there is an overall incompetence in public servicing suppliers, instead of discussing the trend in rural and urban areas separately, I recommend that it is necessary for the more developed cities to boost rural areas and leading a proactive system improvement.The paper will integrate public goods theory and public choice theory to rule out the reasons of current situations. From a resource-allocation and public choice perspective, the paper will explain the source of the imbalance and incompetence of public cultural service supplying and demanding. The Lighthouse Theory is applied to figure out that under current circumstances, it is beneficial for both urban and rural areas to explore the system of multi-service providers in public cultural services. Practical solutions are provided in the allocation of public cultural service functions, the design of public culture facilities and the carrier of public cultural activities. The paper proposes a creative public cultural resources allocation system based on residential and urban-rural-integration levels. A three-tier infrastructure system is introduced, which refers to district principal culture facilities, county sub-principal ones and community-specific ones. Promotion in urban and rural areas is also differentiated. In urban areas, major no-profit infrastructure should be promoted, while minor localized public cultural infrastructure must be set up in rural areas. Multi-supplier public cultural service system can be brought in to achieve the public culture sharing.
