By the effection of new public management movement,our government have started to carry out performance evaluation of civil servants since the 90s of last century.From the beginning of this century,under the leadership of building service-oriented government, governments at all levels have established of relevant performance evaluation system for civil servants.Performance evaluation has been an important tool of strengthening the management of the civil servant team.Begin with system of performance evaluation of local government servants,this article analysised some concepts about performance, performance evaluation and the civil servant performance, defining the connotation and extension. On this basis, on the perspective of system theory,this paper analysised performance management activities of local government civil servants.Civil servant performance evaluation system has its own specific elements,contains of concept of elements, evaluation subjection, evaluation procedures, evaluation indicators, information gathering and use of evaluation results.The six elements combine with a certain structure and format of a complex system of a variety of roles path.Under the particular external environment,this six elements constraint and interact each other, and determine the scientific and efficiency of performance evaluation of civil service.After "Provisional Regulations on State Civil Servants" published in 1993,governments at all levels in Shaanxi Province begun to explore performance evaluation system for civil servants which was fit to the situation of Shaanxi Province.At present in Shaanxi Province, government department performance evaluation mechanism and civil servant performance evaluation system complement for each other. Government performance evaluation is mainly about evalution of target responsibility system, including individual performance evaluation of civil servants; and the individual performance evaluation would refer to indicators and results of government department performance evaluation. They complement with each other.Therefore, this analysis of performance evaluation of civil servants is based on government department performance evaluation.Then,with literature and case analysis methods, under the framework of six elements of performance evaluation system for civil servants,this article analysised some problems about this system in Shaanxi Province,mainly about formalism, inadequate public participation, non-standardized procedures and systems,Lagging of legislative, lack of scientific indicators and comparability of results, not fully effective use of examination results and so on. Finally, integrated the actual situation of Shaanxi Province and the above analysis,this article said some methods such as bring up culture that emphasis on performance evaluation, establishment of democratic supervision system,to improve the evaluotion process and system from legislation, to improve the effectiveness of index,to combine evaluation results and the official interest and so on,should be taken to solve these problems,and provide references for civil servant performance evaluation reform of other local governments.
