Performance management is the core of human resource management, and it is the security of organizational efficiency. The study on it is the forefront issues of the modern civil service management.On the basis of research results of this performance management at home and abroad, the paper reviews the general theory of performance management, mines the significance of its formation, implementation principles and methods. Then, it takes the Inland Revenue Department of Liquan as a study object, points out the problems of the performance management system in practice, and proposes a series of improvement measures.In the theory section, the paper first presents the research background, purpose, meaning, content and methods. Then it introduces the concept of performance management, and expounds the principles, steps, meaning of performance management, and introduces the performance management theory of foreign and domestic.In the empirical research component, it introduces the situation of the Inland Revenue Department of Liquan and the status of its performance management. Then it analyzes the existing problems:1) the problems in the using system; 2) the facing problems in practice; 3) the problems in the management of local tax system.From all of the above, it concludes that:the existing system of performance management have made great contributions to the Inland Revenue Department of Liquan, but with changes in job content and organizational structure, it appears many shortcomings, and so it need to continue to improve. It provides the improvements.
