Government obviously plays an important and unique role in the national economic and social development. The performance level of its government determine the effectiveness of the social and political affairs .Government civil servants, the embodiment of the personality, are the government policy makers and implementers.Performance appraisal of civil servants is not only an important aspect of civil service management, but a vital part of the civil service system . The specificity of the civil service performance makes it difficult to assess it precisely. Therefore, only to make scientific techniques and methods of evaluation as the guidance and improve the appraisal system, we could obtain results in line with the actual assessment.With this assessment based on the results of the guidance we can improve the performance of civil servants.After more than two decades of practice and exploration, Chinese performance appraisal system for civil servants have made certain achievements, but on the whole, is still in its infancy.Building a service-oriented government has put forward some new demands to our performance appraisal of civil servants.To this end, the traditional performance appraisal system for civil servants should have been further improved.This article in depth studies the defects of China's current performance appraisal system for civil servants. With the spirit of "foreign things serve China", "standing for the political use of" and "the past serves the present", and the use of modern human resource management knowledge, I put forward a specific solution.This paper first introduced the concept, content, functions and theoretical basis of the system of performance appraisal of civil servants ; summed the initial success of the civil service examination system; pointed out the problems that China's civil service examination system and its implementation have, such as: the single assessment body, the non-specific assessment content , non-operational or extensive assessment criteria, simple assessment methods, and underutilization of the examination results;analysed the reasons of the disadvantages in the civil service examination system in our country, such as the institutional barriers, the pluralism value of the civil service performance, the impact of the political and cultural environment and so on; Introduced the evolution of the civil service examination system of the United States, Britain, France, Germany and other countries of, and summed up the experience that can be used from them. The core content of this article is to build the overall framework of the civil service performance appraisal system, clear the principles and objectives of the reform of the performance appraisal system for civil service, and propose the measures to improve the performance of China's civil service examination: to achieve the diversification of assessment bodies, the diversification of the content and standards, the diversified methods of assessment, the rigid assessment procedure , the use of the substance to achieve the results of assessment, the suitable matching of the relevant legal system.
