With the deepening of the reform of our country’s political reform, the management of the performance management of the economy gradually introduced in the management of civil servants, and in the performance management of performance appraisal has become one of the core links. Good performance appraisal is very important to improve the efficiency of civil servants, strengthen the vitality of civil servants and improve the satisfaction of the people.Through this study we can see that the current assessment of the civil servants in Quanzhou has established the principle of combining individual performance and organization performance, the principle of hierarchy responsibility system, individual and team, and the assessment content of civil servants at all levels from the civil servants’ moral quality, personal ability, and the performance and learning ability, which is the core of Quanzhou City, Quanzhou city has become the performance evaluation team led by municipal units. However, Quanzhou city in the civil servants of the party and government organs are not scientific assessment indicators, assessment methods, assessment of the main body is not standardized, and the incentive function is not fully played. Through the analysis of these problems, we can understand the idea of performance evaluation is not enough, the difficulty of the operation is difficult, lack of legal norms, the lack of necessary communication and feedback mechanism, etc.In order to improve the performance evaluation of civil servants in Quanzhou, we can carry out the reform of performance evaluation: foster the modern performance management concept, scientific design performance evaluation index system, the use of advanced performance evaluation methods, strengthen the assessment of the organization, pay attention to the feedback and application of the results of the assessment, improve the performance evaluation of supporting measures. Finally, this paper summarizes the current research and the future research of this problem.
