Based On "fact And Value" Dichotomy Of Government Public Relations Crisis

With the high frequency happening of social crisis, government faces new crisis management problems. The development of new technologies and internet skills has been changing the publics'psychology. This thesis uses the fact and value theory to analyze government crisis public relation policies and Sanlu scandal as a example. The finding of research is that government ignore the rebuilding relationships with public, but just pay attentions on repairing facts. Facts and values are not independent, they have close relations. The suggestion is that government should pay more attentions on value rebuilding. Government should realize the change from"information communications"to"relations communications"during three period which is pre-crisis period,crisis period,rebuilding period。From SARS in 2003 to sanlu sandal ,and to drought events in southwest, these events all prove that our society has stepped into the"risky society". Except for the development of technology, especially the internet, more people's crisis awareness has been improved. How to deal with social crisis becoming a important problem. The thesis uses facts and value theory and sanlu scandal as an example to research this problem , finding the psychological changes because of the social crisis, the crisis management deficiencies because of the psychological changes. The thesis researches crisis public relationship in two points _facts and values , concluding the following points.1. There are many problems in crisis public management of government. Both in technology and in opinion, government officers deal with these events in old ways.2. From the fact and value theory ,we know the problems of crisis events management. On the one hand, they care about the fact, but ignore the value. On the other hand, there are many problems when dealing with the facts.3. Communicating with the public, rebuilding the trust relationship is a good way to forming virtuous circle. It need a long time.
