Study Of The Basic Quality Of The Basic Capabilities Of The International Civil Service

With the further advance of economic globalization and the new technological revolution surging, the emergence of the Internet concentrated the vast earth into a global village, the connection of the world continue to strengthen, international cooperation come to an unprecedented range and depth, on the one hand , the League of Nations and the United Nations generated ,along with many regional international institutions and specialized international organizations ; on the other hand ,there are more and more frequent diplomatic activities among countries , in order to carry out work effectively , realize their objectives and goals, it is necessary for the International Organizations and Ministry of Foreign Affairs to introduce high quality and high level International Civil Service,so it is significant to analyze the quality and ability that the International Civil Service required. The training system in civil service of International organizations (mainly refers to the United Nations) and some countries have difference , but there are many similarities in civil servants'obligations and administrative ethics,examination and assessment,promotion and demotion, reward and punishment . Shanghai is an international modern city, it is the window of China's foreign exchange and cooperation, in 2006, as the "211 Project" universities for key construction ,relying on the "international civil servant training platform for innovation", aiming at a broad market of international civil servants, Shanghai International Studies University founded a characteristic experimental class of international civil servants to cultivate high-end and international talents .From the point of view——the basic qualities and abilities of international civil servants ,this paper contrast the basic qualities and abilities of civil servants in International organizationes such as the United Nations and in some countries to extract the similarities, then selected Annan,Ban Ki-moon,,Margaret Chan and Sha zukang as case ,analyze and prove international civil servants'basic qualities and competence indicators. The final thesis will give emphasis on the experimental class of international civil servants of Shanghai International Studies University, its training model to be discussed and thought , through this paper's analysis, it hopes to play a role of reference for reforming the civil service system and cultivating international civil servants.
