At present,the government at all levels of our country faces the change from "Economy Oriented Government" to "Public Service Oriented Government",and providing public services has become one of the important functions.Meanwhile,after entering the developing society,the public wants represent an overall rapid growth situation,and the scope of public demands continues to escalate,refering to health care,education,basic living security,low-income housing problems,social employment,public security,sudden emergencies and environment protection,etc.It should be noted that these requirements not only formed the main contents of the public service system,but also become the major livelihood issues.People's livelihood issues have become the focus of the whole society in constructing harmonious society with justice at the core.Under this background,scientfic research and harmonious degree evaluation of the public service system have become an important and urgent relevence.China is an emerging country on the measurement of government performance.Various government performance evaluation theories and the practical experiences are at a rapid development and continuous exploratory phase,and the public service research findings for the object of government performance evaluation results are much rarer.Compared with western norm and mature performance evaluation system,our government entities at all levels in the performance evaluation system of standaization and evaluation subjects,contents,methods,and the scientific aspects also needs to be improved.The most prominent question is:on the one hand,subjective thinking and lacking of unified institutions exists in evaluation system.The evaluation standards vary between different regions and departments.A completed and unified set of performance evaluation system hasn't form yet,which can't accurately measure the actual performance of public service and also lack comparability.On the other hand,evaluation indexes are unresonable,and the evaluation content is one-sidedness and even misleading.There has no effect to guide government work to the direction of scientific and rational direction.As the core of government performance evaluation system,construction of the system determins the whole scientific extent both in performance evaluation and the government work.Therefore,how to construct a set of scientific and reasonable index system is the key to promote the evaluation practice and it also determines the success or failure of the whole government performance evaluation work.The public service system in Yunnan Province is selected as the research object and the Harmonious Management Theory is conducted as the logical framework for assessment criteria with "He Priciple", "Xie Principle" and their corresponding interaction.The paper also use ANP method to obtain the relative weight of the indexes.After normalization processing,the paper provides a new method to evaluate the harmounious degree of the social public service system.
