Study On Direct Provincial Supervision County Reform To County Urbanization

Since 2002,China gradually began to implement the "provincial governing county”reform pilot,intended to narrow the administrative level,improve administrative efficiency,expand the local government's financial power,solve the local government's financial difficulties.Today,the academic community has a lot of research on the effect of the "provincial governing county" reform,but most of them is about reform and economic growth,financial expenditure and so on,the researching direction is relatively narrow.In this paper,the researching direction is extended to the angle of urbanization in the county,which aims to broaden the research on the reform of the "provincial governing county" and explore the more profound influence of this gradual deepening reform.The reason to study the urbanization in the county is because in the course of the reform and implementation in recent years,the reform of the provincial and provincial government in some areas has developed new features.The emergence of this feature also complies with the new trend of urbanization in China.We will gradually optimize the structure of towns and cities and speed up the development of small and medium-sized cities.Therefore,in the reform of the government,while further devolution of the property right,the government gradually relates the reform to the development of the county's urbanization.The need to link the two studies requires a corresponding theoretical basis.So I read a lot of literature before writing.The existing literature mostly studies the relationship between the reform and the economy,finance,and these studies are difficult to provide direct theoretical support for this article.Therefore,the indirect argument is adopted in this paper to make a reasonable explanation,so that make the final conclusions are theoretically possible.Based on the above analysis,this paper uses the panel data from 2002 to 2012,Hunan,Hubei and Fujian provinces,and uses the double difference method to analyze the impact of the reform of "provincial governing county"on urbanization.The empirical results show that the reform has a strong impetus to the process of urbanization and the urbanization of the industry,but the lag of the urbanization of the population has lagged behind.And the effect of the reform mode is different,so this article also facilitates some constructive suggestions on the selection and promotion of the reform model.
