A Study On The Relationship Between Cities And Counties Under The System Of Provincial Direct Administration

In recent years,the reform of the provincial administrative system has become one of the important contents of the reform of the local administrative system in China,which not only breaks the original static administrative subordinate relationship and dynamic administrative operation relationship between the cities and counties under the municipal administrative system,but also changes the inherent interest pattern between the provinces and counties."After the original vertical administrative affiliation is broken,the city and county will face the transformation of horizontal partition and cooperation.At the same time,the problems of conflicts and conflicts of interest,fragmentation of governance and regional failure of governance of public affairs,which are associated with the transformation,require that the relations between cities and counties be optimized in the course of the further implementation of the provincial and county systems,and that the relations between the city and county be rationalized in terms of financial structure,responsibility and responsibility structure and organizational structure,while coordinating the strategic relationship between the cities and counties.Therefore,it is not difficult to see that the transformation and optimization of the relations between cities and counties has become a prominent difficulty and an important topic to be solved urgently in the current reform of the system of provincial direct management counties.This article combs the historical evolution of the relations between cities and counties in the transition period from the system of municipal administration to the reform of the system of provincial administration,and further analyzes the internal driving factors of the relations between cities and counties,namely external pull,resistance and internal motive force,and analyzes the effect of the "three forces" game on the relationship between cities and counties,in order to analyze the changes and situations of relations between cities and counties.Finally,the author summarizes the current provincial direct management county system of the city and county relations facing four practical problems,from the institutional aspect,the city and county relations lack of legal support and security;From the aspect of synergy,the complexity of the interest relationship between cities and counties is increased.From the aspect of consciousness,the problem of city and county conflict caused by the cognition of relationship;From the point of view of autonomy,the breaking of the administrative subordinate relationship of city and county makes the regional public affairs governance worry,and deeply analyzes the reasons behind the existing problems.The current provincial direct pipe system in China is in the trial stage of reform,the future city and county relations.
