Since the 80's of 20 century, with the new public management movement flourished, more and more countries have a personnel system reform. As a flexible way, civil service appointment has been widely used among western developed countries. With the appointment of the absorption of the civil service experience in the private sector, the employment relations based on contract way to improve administrative efficiency, stimulate the vitality of the civil service has played a increasingly significant role. However, as an exotic, civil service employment combined with our practice, the process would have many problems in various forms. The simple solution to the problem would not fundamental solved the problems in our practice abuses. And only system in the genesis of the issue, based on the recommendations put forward the right path is a better scientific idea and method.Main thesis is divided into four parts. The first part is an introduction. This study mainly describes the background, significance, literature review, research innovation and research methods.The second part is clarify the concept, based on the concepts of the civil service system were defined. Second, the theory of the civil service appointment to elaborate, the establishment of the relevant civil service appointment system theory, the last of China's emergence and development of the civil service appointment to do a simple sort of history, summed up the civil service appointment of the results achieved and the problems.The third part of the existing civil service appointment system will be a problem for genetic analysis, to explore the causes of existing problems of social, economic and cultural factors, from the roots to seek solution to the problem.The fourth part of the first from the perspective of comparison, the new public management movement of foreign countries the context of the civil service appointment of experience, the experience obtained for our reference. Second, sum up experience of other countries, summarized the situation for the Improvement of China's civil service appointment system and effective path to suggestions.And the last part is closing.
