Quantitative evaluation is a performance evaluation method which combines the quantitative measurement and the qualitative evaluation.It plays an important role for improving the objectivity and accuracy of the assessment results. There are some problems in existing civil service performance appraisal system in our country. Such as fuzzy evaluation index, evaluation of the main single and the single assessment method. In addition, only attaching importance to the annual assessment, but ignoring issues routinely. This leads to inaccurate and untrue of the assessment results. It can not effectively play assessment incentives and performance improvements. Therefore, the quantitative assessment should be introduced to the Official achievements inspection, to solve the problems which caused by the lack of quantitative assessment and improve the effectiveness of the assessment.On the one hand,the development of the New Public Administration Theory and the Performance Management Theory provides a theoretical basis and technical support for the civil service quantitative evaluation.On the other hand,it promotes the development of the government reforms.Nowadays, the laws and regulations of civil performance evaluation are improved, the idea of quantitative assessment is becoming clearer, and the political environment becomes optimization,which enhanced the public awareness of democracy. Furthermore, the overall quality of the civil servants is improved and the information technology is progressing unceasingly. The improvement of these conditions lays the foundation for quantitative assessment. We should make the best of the opportunity and the advantage of quantitative assessment, to establish quantitative assessment for the civil service examination system. In the foundation of feasibility analysis, the paper brings up the ideas for the quantitative assessment design and the quantification inspection model which based on the balanced scorecard. This can make up the defect of the civil service examination system, overcome the disadvantages of quantitative assessment, and avoid the threats from the external environment. Therefore, we can give full play to the role of quantitative evaluation of civil servants.
