Public Security Police Officers At The Quality Of Training Research

The Chinese Public Security Organ is entitled to be our state's armed public security administrative organ and the criminal justice institution under the people's democratic dictatorship regime; it is a very important force to maintain our social and political stability, security stability, and also it is a very important force to safeguard reform and opening-up policy and smooth socialist modernization construction program in addition to a harmonious society. The Chinese Public Security Organ shoulders the important mission to strike at the enemy, to punish criminals, to protect and serve the people and maintain national security as well as social stability.However, The Chinese Public Security Organ, to be specific, the police as a public image more or less has the following shortcomings. Some policemen are not very well-educated or just have low standards of management, some policemen have not so positive social images, and some do not enforce the law strictly and so on. All of the issues greatly restrict the full display of the public security functions, even worse, these issues seriously affect the enforcement force, to be exact, the policemen's image.In January 11,2008, Meng Jianzhu proposed "Grand Education" and "Grand Training" work system and demanded earnest improvement of the policemen's overall quality and the actual combat ability. Therefore, according to Meng Jianzhu's requirements as the basis, it is an urgent task to comprehensively enhance policemen's quality in order to form a strong public security force to adapt the development of our harmonious society.From the perspective of improving policemen's quality, this paper draws on the experience from countries and the areas like Britain, USA, Russia, Taiwan and Hong Kong. These countries and areas do very well in their in-service policemen training and education as well as their management level. Based on their training experience, the paper analyzes our policemen's current situations and the existing problems in policemen training. Under the major premise of harmonious society construction, all levels of Public security organs and the leaders attach great importance to police quality training, for this reason, "People's Police Training Regulations in Public security Organs" was specially released.But the grassroots police training lacks the corporate planning and the severe shortage of policemen, the policemen training is not in line with the actual policing. What's more, the grassroots police organ doesn't have a right sense about training; The police training is deficient in terms of clear and independent goal;the training has some deviation in the choice of their teachers;its content doesn't conform to policemen's practical work planning; the training classification is not very reasonable;the test approach is too monotonous and the training lacks the appraisal system. All of the above reasons and the problems caused police quality training to stay empty,or very difficult to implement.On the basis of massive research and investigations, the paper proposes approaches about how to improve policemen's ideological-political quality, their science and culture quality, their legal quality, their professional policing ability and their physical and psychological quality in their in-service policemen training.And the effective measures are as follows. First, we need to positively innovate the education and training mechanism; Second, we must construct effective in-service police training budget plan; third, we have to improve the training teachers quality; fourth, we need to adjust the education mode and set up the new training content; fifth, we need to actively innovate the training method; sixth, we must introduce the effective competition, incentive mechanism and establish the feasible quality education test approach.
