Policemen gun using has been a hot topic for a long time,and it is a difficult problem for the people inside the public security system.For many front-line policemen,the phenomenon that they are unwilling to be equipped with a gun,can not use a gun and dare not to use a gun reflects their helplessness and confusion in gun using.In this essay,the author tries to illustrate the problem and insufficiency from the source of police gun using,that is the qualification authentication for legal gun using-the gun license qualification training and examination for official gun using.The essay lays emphasis on expounding the gun license qualification training and examination for official gun using from the policemen's point of view because the official gun license involves all kinds of policemen from public security bureau,court,justice bureau,and security bureau,as well as the professional guards and supercargoes from military and financial field,in the hope of offering some thoughts and inspirations to the dilemma of police gun using at present.During the process of writing this essay,the author have learnt more about the affirmation and examination process of gun license,especially of the policemen gun using qualification through interviewing experts.And by issuing questionnaire to the front-line policemen,the author also knows about the prominent problems and puzzles need to be resolved in gun license training and examination for official gun using.By looking up document literature,the author is familiar with the historical development of the gun license for official gun using at home,and the overseas gun using qualification.Based on the above research methods,the author has discovered some problems,such as mere formality in gun license application;lack of consecutive training;firearm management and personnel management are disjointed,etc.The author gets the following conclusions against these questions: firstly,the cognition on gun license shall be changed,and the training and examination shall be strengthened;secondly,systematic management shall be used in gun license management;thirdly,training concept and contents shall be renewed to correspond to actual combat;fourthly,organization mode and examination criteria of the training and examination shall be completed;fifthly,the guarantee construction for training and examination shall be strengthened;sixthly,the supervisory mechanism and annual verification system for gun license application shall be implemented.
