Energy Saving Mechanism For Public Participation

Energy conservation and emission reduction means saving material and energy resources and reducing the emission of waste and sharmful substances (including'three wastes'and noise etc). Although'11th five-year plan'energy conservation and emission reduction made remarkable progress, but the situation is still severe and the pressure is still great to achieve the target. For example, some places only pursue GDP growth and develop high-energy industry blindly, ignoring the resources and environment. This practice leads to slow adjustment of industrial structure. Encouragement and restrained mechanism still is not perfected. Administrative means are more than market means. Enterprise is lack of intrinsic motivation of energy conservation and emissions reduction. The quality and efficiency of public participation is not efficient etc. In order to achieve targets of energy conservation and emission reduction similar power cuts and other measures that affect people's livelihood even has been used. This practice has drifted too far from the original intention of energy conservation and emissions reduction. Binding controlling index such as carbon dioxide, ammonia nitrogen and nitrogen oxides will be add to the goals of energy conservation and emission reduction in the'Twelfth Five-Year Plan', furthermore. So the situation is more serious in energy conservation and emission reduction. Under the new requirements of our county's energy conservation and emission reduction in the'Twelfth Five-Year Plan', in combination with the situation of energy conservation and emissions reduction in our country, the object of this theme is how can we systematically construct public participation mechanism in order to improve the quality and effectiveness of energy conservation and emission reduction. The research results can provide operational platform and systemic methods to the public participation mechanism in energy conservation and emission reduction and have certain theoretical and practical value.Research results of this thesis as follows: (1) Combined with China's national conditions, firstly, it defines'public participation'in energy conservation and emission reduction, on this basis, it reviews the current situation and deficiencies of China's public participation in energy conservation and emission reduction in detail. This is the starting point for further research; (2) It describes the public participation's role in energy conservation and emission reduction, analyzes the key factors of the effect of public participation in conservation and emission reduction, researches the impetus and function of the public participation in energy conservation and emission reduction and comes to a conclusion that building systematic public participation mechanism is very important to the effect of participation; (3) According to the problem that it is hard for public participation to fully coordinate and balance the government, enterprises and public rights and obligations, this thesis presents the interaction mechanism based on cross-role energy conservation and emission reduction public participation committee for the first time and give the mechanism a comparative analysis with the hearings. This mechanism not only can mutual cooperative tripartite benefit but also can mutual contain, supervise their respective duties and responsibilities, construct public participation working mechanism that the rights and benefit is fully balance'the separation of power'and prevent'over-participation'problem; (4) Under the mechanism of energy conservation and emission reduction public participation committee, it focuses on doing fully research on the main part of energy conservation and emissions reduction enterprise, the government and public interest conflict and balance mechanism. It provides the basis for the design of the public participation mechanism of energy conservation and emission reduction; (5) Direct to the internet's new features of improving the timeliness, expanding coverage, increasing attraction, it analyzes the new changes, new features and the new situations that the network and information have brought to the public participation of energy conservation and emission reduction and puts forward the guidance mechanisms and coping strategies of public participation in the background of network and information technology; (6) Direct to traditional accountability system's problem of'heavy afterwards','light process'in practice, this thesis puts forward the accountability mechanism of public participation in energy conservation and emission reduction based on the process. This mechanism can realize the change from'power accountability'to'institutional accountability'and from'passive index accountability'to'active index accountability'; (7) Since the right of being aware is the prerequisite and guarantee for people who take apart in the management of energy conservation and emission reduction, meanwhile, the degree of public participation is closely related with the information openness degree. This thesis puts forward the mechanism of public participation in energy conservation and emission reduction and the two-way information disclosure mechanism. It provides sufficient conditions for public participation in energy conservation and emission reduction; (8) Direct to the present situation that our country's public participation in energy conservation and emission reduction is still not form extensive and sustained scale situation , this thesis constructs encouragement and restraining mechanism of public participation in energy conservation and emission reduction; (9) In order to make public participation mechanism of energy conservation and emission reduction easy to operate and implement, this thesis finally puts forward other supporting implementation conditions about improving the regulations and public participation level.
