The Study On Government Behavior Optimization In Energy Conservation And Emission Reduction Of Qinhuangdao Industrial Enterprises

With the continuous development of economy and society,energy saving and emission reduction has gradually become the focus of kinds of fields.Energy conservation and emission reduction is the fundamental way to solve the problem of environmental pollution and resource waste,and the influence of local government behavior on the effect of energy conservation and emission reduction is becoming increasingly significant.Energy saving and emission reduction are closely related to the economy and people's livelihood,and how the government optimizes its behavior to improve the effect of energy conservation and emission reduction has become an important research issue.Therefore,the study on the influence of optimizing government behavior on energy conservation and emission reduction of industrial enterprises has important theoretical and practical significance.On the basis of comprehensive investigation of domestic and foreign theories on the impact of government behavior on energy conservation and emission reduction,this article combines method of literature research,empirical research and experiential summary,and is based on externality theory,environmental responsibility sharing theory and government intervention theory.Meanwhile this paper analyzes the government's intervention in industrial enterprises' energy conservation and emission reduction,searching for measures to promote energy conservation and emission reduction in Qinhuangdao.Based on the policy establishing,special funds implementation,and current situation of supervision of Qinhuangdao government in energy conservation and emission reduction,the article finds out the difficulties in the process of government's intervention in energy conservation and emission reduction.It also analyzes the causes from the fiscal and tax policies,power and responsibility allocation and government function performance,and finally puts forward targeted,practical and effective opinions and suggestions to optimize the government's behavior,form an incentive mechanism,to improve the effect of energy conservation and emission reduction.The article not only enriches the theory of government behavior,but also accelerates the realization of the important goal of encouraging the whole society to participate in the work with the corresponding incentive measures of energy conservation and emission reduction.At the same time,it also provides some reference base for Qinhuangdao to optimize government behavior and establish service-oriented government.
