Since the Third Plenary Session, China's rural land property rights system shared is changed into household responsibility contract. All farmers obtain their own collective land ownership as well as the contracted land rights, becoming autonomous individuals. The peasants and collective farmers become the main body of resource allocation. Along with the change of rural property system, the original commune system also will collapse. Villagers'autonomy created spontaneous by the basic-level countryside is promoted around the country. The system of villagers' self-governance, being practiced three decades, has made great achievements. But there have been a lot of disarray and problems. To see from the face, the problems are rural relations conflict, two committees relations disorders, democratic election chaos, the deterioration of the relationship between cadre and masses and so on. But the essence is that the relationship of property right is not clear in the existing farmland property rights system. Country's ill-defination of rural land property rights cause many problems. The government monopolizes land resourses. Due to lack of supervision, village has the power of decision in dealing with peasants collective land transfer, contracting and land compensation, and the Party branch and the village battle for control of resources, etc. New institutionalism countries and property rights theory think that country's main function is through the definition of property right system backed by coercive power to achieve in the allocation of resources. However, and the national purpose have the duality of plunder and contract, namely: to realize social output maximization and to realize the maximization of monopoly rent. Meanwhile the path dependence inertia of the system makes the not perfect rural property system long existent.To solve the problems of villagers's autonomy, both the theory community and many local governments have carried out active research and exploration. Dengzhou in Henan Province implemented to the "4 +2 Work Act," the core of good governance in rural areas, solving problems in village autonomy efficiently. The most important feature of Dengzhou rural governance model is to combine deliberative democracy with the practice of villagers'self-government. And change the disadvantages of the existing system of property rights of villagers and village autonomy, to achieve the unify of Party's leadership, people being the masters and ruling the country. Therefore, study of Dengzhou rural governance can provide a better reference to better improve villagers'autonomy and the development of the rural areas.Chapter one analyze the rise and defects of villagers'autonomy from the perspective of property rights system. The defects of the existing rural property rights system itself are the root cause of many problems in villagers'autonomy. The defects of property rights system and villagers'autonomy make the villagers become limited rational economic men and make the village possess dual role of "agent - when the family". The Party branch are facing with the lack of system its own crisis. The township governments are in the conflict between leadership and guidance.Chapter two describes the background of Dengzhou rural governance; with the theory of historical institutionalism institutional change, from the institutional environment, administrative elite, new concept of the three aspects of the Dengzhou the generation of rural governance; solve three largest defects existing in village autonomy system: straighten out the relationship between two committees, streamline the village relations, rationalize the relationship between cadres and the masses.Chapter Three analyzes the core of Dengzhou rural governance mode is the institutionalization of the deliberative democracy characteristics. Deliberative democracy in Dengzhou rural governance mode forms systematic and the relevant supporting system and make it institutionalized. Deliberative democracy changes the disadvantageous position of the peasants under the existing property rights system. Alleviate the plight of the villagers'autonomy under the existing property system. Meet the inherent requirement of rural property system.Chapter Four analyzes villagers'autonomy model of Dengzhou and its influence on the development of the villagers' self-governing system, and what should be further perfected.
