Legal Awareness Mountainous Area Of ​​southern Ningxia Hui Farmers

Legal awareness is a very important issue in jurisprudence and also, it is a subject of great significance in China’s legal system construction. Nowadays in a time of rapid development of legal construction in China, it is an urge demand that the public should improve their legal consciousness. Thus, this thesis tends to take a survey on the legal consciousness of farmers in mountainous areas in south Ningxia Hui Autonomous Region. Based on a series of legal theories, the author analyzes the actual situation of legal consciousness of farmers there and then points out problems existing, and further analyzes the causes of the problems so as to propose strategies and measures to cope with the problems.According to the survey, it is found that the levels of legal consciousness of Hui People in the target area are varied, meaning that some of them are of high level law awareness while the others relatively low. However, as is shown in the survey results, the overall level is low. Problems found according to the survey are that farmers are with low-level legal cognition and limited legal knowledge; they are lack of positive legal sensation which will result in their indifferent to law; they dimly have any consciousness of litigation, not to mention a strong belief in law in their daily life; religious rules outweigh legal beliefs in their mind’s eye. Apart from the special geographical factor and the education background of those Hui farmers, the causes of the above mentioned problems are deeply rooted in inadequate public legal education on the government’s part and lenient enforcement of law on the official’s part. With the proceeding of the state’s ruling strategy--"rule by law", to improve the legal consciousness of Hui farmers in south Ningxia still has a long way to go. The author provides at the end of the thesis tentative suggestions in the hope to promote legal awareness in farmers in the region, and hopefully, the Hui farmers will be able to arm themselves with legal consciousness and realize their legal rights and fulfill obligations in their daily life.
