It is very important and practically significant to widen the vision of the selection and employment of the various social talents into the party and government cadres.It’s helpful to optimize the structure,expand the power of ruling basis and thus improve the governing capability of the party and government.This paper will demonstrate on four parts:theory research,exploration and practice,obstacles,countermeasures and suggestions of social talents into the party and government.To study the inherent law and work mechanism of the party and government,it will provide good reference and help to the job improvement in the future.The first part of the article begins the theory and analysis of social talents into the team of the party and government leading cadres.It is divided into three parts introduction:Firstly,defining and clarifying the concept of social talents and leading cadres of the party and government. Secondly, analyzing the significance of social talent into the party and government leading cadres,puting forward the necessity and urgency to complete this work. Finally,providing the theoretical support for the absorption of society of outstanding talents to enter the leadership of the party and government leading cadres through using the related theory of public management theory.The second part of the article mainly introduces the exploration and practice of absorbing social talent into the party and government leading cadres.Firstly,it analyzes the present situation of social talents,and proves the possibility to carry out this work.Secondly,it introduces the exploration mode to prove the work practicability.Once again,the paper presents the typical practices and successful experiences at home and abroad,to helpfully provide reference for future large-scale,scientific development of the work.The third part of the article analyses the main facing problems on social talents into the party and government leading cadres team.First,to analyze the ideology from various groups,which is not unified,not in place and not yet fully formed consensus.Second,to analyze the current policy system that is not clear and imperfect to badly block the work efforts.Third, to analyze the program approach which is not scientific and not well-organized so as to affect the work efficiency.The four part of the article puts forward the countermeasures and suggestions On social talents into the part and government leading cadres team.On the basis of concluding the practical experience,to strengthen ideological education,to standardize the system,to improve the innovation of selection and follow-up management and relevant supports measures,Then make sure the work institutionalization,standardization and normalization.
