On The Dredging Work In Group Events

At present, China is in a period of social transition. During this period, socialcontradiction is complex and diverse, meanwhile, a variety of group events happenfrequently caused by various reasons. These events involve a wide range, lots of peopleand the more intense form, which increasingly has become a prominent factor affectingsocial stability and social harmony of our country, so how to prevent and dissolve groupevents has become a serious problem to be solved. As the cause of group events iscomplex, which is necessary to play not only the dominant role of the government ineconomic development and coordination of interests, but also play the supplementaryrole of ideological and political education, dredging the public discontent and resolvingsocial conflicts with the soft power.Based on the definition of the meaning and characteristics of group events, thewriter analyzes the current main working methods to deal with group events and thenecessity and feasibility of the implementation of dredging in group events. Under thebackground of the transformation of economic structure, urban and rural structure, andsocial governance model complex, the writer analyzes challenges brought about by theconflicts of interest to dredge work. Changes of the individual and group psychology indifferent stages of group events are analyzed in detail on the relevant theory of socialpsychology. On this basis, the problems existing in the dredging work of group eventsare further discussed. First, channels to express people’s interests are blocked, lackingearly warning mechanisms and response mechanisms. Second, the governmentinformation is not public. The formulation of policies lack the public participation andsupervision, affecting the effect of policy implementation and causing people’sdiscontent and opposition to the emotional heart. Third, the consciousness of the lawand the citizen morality fails to thorough popular feelings, directly affecting the citizens’ thought and behavior selection mode. Fourth, our country fails to establish perfectsocial psychological counseling mechanism at present, failing to fully mobilize theenthusiasm of families, schools, communities and social organizations. Meanwhile, therole of the people’s mediation has failed to effectively play, influencing the effect ofdredging work.To solve these problems, the writer analyzes new requirements of the dredgingwork under the new situation in our country, absorbing the experience abroad dealingwith group events, putting forward corresponding countermeasures to prevent anddissolve the group events. Counseling should be reflected in the whole process ofpreventing and dissolving group events. It should be on the basis of democracy torealize the dredge and use a variety of methods to guide, mainly including the prevailingcircumstances, legal advocacy, moral persuasion, various channels separately andpost-counseling, etc. Each channel ways have their own focus.The prevailing circumstances place emphasis on solving practical problems,preventing the occurrence of group events from the source. Legal advocacy and moralpersuasion focus on improving the legal concepts and moral qualities of citizens, whichis advantageous to the positive guiding the thought and behavior of administrativeofficials and ordinary people. While various channels separately and post-counselingfocus on the mobilization of the whole society and dredging afterwards to preventevents for participants to bear again and again. These measures of dredging shouldalways throughout the work and be made a comprehensive use in the prevention anddisposal of group events, so as to ease the emotions, resolve conflicts and promotesocial harmony and stability.
