A Study On The Settlement Of The CPPCC From The Perspective Of Social Stratification In The New Century

Since entering the new century, with the various undertakings of the Communist Party of China(CPC) and China stand at a new historical starting point, the external enviroment that the Chinese People’s Political Consultative Conference(CPPCC) faces have changed profoundly.Only in terms of the social stratification, on which the set-up of sectors of the Chinese People’s Political Consultative Conference(CPPCC) is based, is changed indeed.This is due to the rapid and massive social changes brought from the Reform and opening up, which have made China’s traditional social structure changed profoundly, the new social classes appear constantly. That is to say, social environment especially the economic and social development has brought the differentiation of interest groups.However, this change requires not only for the reasonable social stratification of interest groups, but also for making the social stratification present on the political system.In view of the orientation of function of the Chinese People’s Political Consultative Conference(CPPCC), in order to realize the interaction and the virtuous cycle between economic and social development and political participation, the vertical differences of the social stratification should be reflected on the set-up of the sectors of the Chinese People’s Political Consultative Conference(CPPCC), namely the set-up of sectors of the Chinese People’s Political Consultative Conference(CPPCC) accroding to the environmental changes should pay more atention to social stratification.This paper argues that, China’s social groups in general can be divided into "fourteen classes" in the new century, and the problems mainly in the aspects of universality, rationality and representativeness as for the set-up of sectors of the Chinese People’s Political Consultative Conference(CPPCC), such as the insufficient efforts to cover new classes, vulnerable groups and the personnel on edge, the multiple standards, the unfit width, the uneven quantity, lack of typicality of representatives, and the excess of representatives.Therefore, in order to meet the needs of the change of the social classes, the People’s Political Consultative Conference(CPPCC) should strengthen the consciousness of the set-up of sectors, adjust the existing sectors, add the relevant sectors, and optimize the constitute of members.In terms of the structure and thinking, the mains of this paper mostly includes: the first part mainly discusses the relationship between the set-up of sectors of the Chinese People’s Political Consultative Conference(CPPCC) and social stratification; the second part mainly reviews the history of evolution of the social stratification and the set-up of sectors of the Chinese People’s Political Consultative Conference(CPPCC) from the establishment of the People’s Republic of China to the end of the 20 th century; the third part mainly reveals the problems of the set-up of sectors of the Chinese People’s Political Consultative Conference(CPPCC) under the perspective of social stratification in the new century; the fourth part mainly puts forward the methods to improve the set-up of sectors of the Chinese People’s Political Consultative Conference(CPPCC) under the perspective of social stratification in the new century.
