Analysis Of Transformation And Development Trend Of Sectors Of CPPCC

The Chinese People's Political Consultative Conference is a sort of patriotic organization, an important institution for multiparty cooperation and political consultation led by the Communist Party of China. And it is also an important format to promote socialist democracy in China's political life. The establishment of sectors in CPPCC has a distinctive advantage and making best use of such advantage is an effective way for improvement of the CPPCC. Currently, the CPPCC comprises thirty-four sectors, including ten party sectors, eight group sectors, thirteen occupation sectors and three specially invited representative sectors. The thirty-four sectors are characterized by their representativeness, according with the role of the CPPCC. What's more, the comprehensiveness of the sectors of CPPCC is a important requirement for the exerting of socialist democracy. Thus, the study of the sectors of CPPCC bears much significance in the improvement of CPPCC and the building of socialist democracy.Apart from the study of the rationalization of establishment of sectors, the perfection of function of sectors and the innovation of mechanism of sectors, the study of sectors can be conducted in terms of sectors'soft aspects, that is, the roles of sectors. Analyzing the evolutionary process of sectors of the CPPCC can contribute to the better orientation of the sectors, to the identification of internal driving force in the mechanism of the sectors and to the coordination of the components of the sectors. Given this, the theme of this paper is to explore the evolutionary process and related theories.The paper can be divided into three parts:the first chapter concerns the background information of the CPPCC and the significance of the establishment of sectors of CPPCC, and explores the governmental role of the first CPPCC; the second chapter concerns the evolutionary process of sectors of every CPPCC since the second opening of CPPCC, that is, from the continuation of governmental role to the weakening of it and then to the germination of citizen role; the third chapter analyzes the development tendency of citizen role, including its theoretical foundation, significance as well as predicament. Through the analysis in this paper, we expect an in-depth depiction of the governmental-citizen evolutionary routine of the sectors of the CPPCC, making some guarded contributions to the optimization of sectors of the CPPCC.
