With the concept that human resource is the first resource in the world scope widely, the most of countries in the world, especially developed countries, begin to pay more and more attention to the development of human resources of the organization. Institutional organization is the important part of public sector in our country. It established in the socialist market economic system and it is the special kind of organization form in our country. Institutional organization not found for profit, it found for meet the people’s culture, education, health and other public service needs. Institutional organization plays a key role in the socialist market economic system.At present institutional Organization’s human resources development is more traditional and backward, and there are many unsolved problems. But it should be noted that the institutional organization’s human management way has gradually from the traditional personnel cadre management to human resource management. Institutional organization human resources development should be based on institution and institution staff common development as the goal. Through training, identification, guide and use way to improve both the labor productivity of organization, and improve the personal satisfaction of the job.This article first as the connotation of the institutional organization of the basis, base the questionnaire analysis the Institutional organization’s human resources development status. Then it discussed the problems and issues and the possible causes of the problems and issues. Finally, to perfect the institution human resources development measures, improve the effect of institution human resources development, proposed career oriented development system to perfect the institution of human resources development suggestions.
