Human being stepping into 21st century, the world economy tends apparently to globalization, integration and group because of the dazzling scientific innovation. International competition becomes the competition among talents. Those who have talents can stand in the invincible position in the knowledge economy and globalization.As we all know, our country has a large population and has the largest scale of human resources in the world However, the speed of human resources development of our country is far lower than the growth rate of the quantity of human resources. Especially in western China, where the population of 360 million accounts for 28.6% of the whole country, the human resources are abundant while the talent is deficient seriously. Still there are wasting phenomena with a lot of workforces left unused. The human resources of low quality is the primary factor in the disparity of eastern China and western China, also is the heaviest bottleneck restraining the leap-over development of the western area. As the less developed area, the western area should solve the human resources problem to shorten the disparity with the developed area in the eastern China. Otherwise, it will not only restrict the development of the western area but also influence economic development of the whole country, and it will not be easy to achieve the magnificent goal of building the society of well-to-do level, let alone realizing the socialist modernization.In new century, the western area will step into the new stage when the third strategy of modernization construction is accelerating. At this stage, the western area is making great efforts to realize the catch-up andleap-over development. In the circumstances of the full development of the Western area, the western area has made the preliminary achievement by taking positive measure to develop human resources and economy in recent years. However, the development of human resources still can't meet the need of economic and social development in western area on the whole. The supply and demand contradiction of human resources becomes outstanding day by day, so the weakness on talent competition gets obvious and the gap between poor area and developed area turns broad to a greater extent. Many scholars have carried numerous researches on .me human development in the west area and have made many achievements. The author of this thesis attempts to adopt theories analysis, real example analysis, qualitative analysis and quantitative analysis, general analysis and comparative method of research to do a further research on the human resources development problem from the different visual angle of the leap-over development in the western area. Combining theory with western practice, the author mainly puts forward the suitable thinking and countermeasures of developing human resources in western area. The thesis is divided into introduction and four chapters:Introduction part concentrates on analysis and explanation of the* organic connection between the human resources development and the leap-over development in the western area, tries to comprehend the great meaning of human resources development from higher level of realizing leap-over development in the western area, and deeply points out that the key to the leap-over development in the western area lies in human resources development.The first chapter takes data as the explaining material, adopting thequalitative and quantitative analysis way along with comparative research, and makes a full analysis of the current situation of the human resources development in the western area. On the basis of this, the author carries the research on the existing main problems of the human resources development in west area and its effect on the leap-over development.The second chapter makes a thorough analysis of the disadvantageous factor of the human resources development in western area, and points out the special difficulties and obstacles of western human resources development in order to bring up the practic...
