With the development of economy, the advancement of urbanization, our country’s urban vagrants and beggars phenomenon is increasingly serious, always affects the social stability. Therefore, to solve the problem of administrative relief for vagrants and beggars is of great significance. The article,based on the current new relief measures, starting from the theoretical basis of administrative relief vagrants and beggars, through the study of the previousand administrative relief system and the existing relief measures for the administration and related social security system, looking for inadequacies of the system, analyze the reasons for these problems. Perfecting the system of the administrative relief for vagrants and beggars, not only conform to the protection of rights and interests of vulnerable groups and the objective demand of protecting human rights, but also conducive to the development of the socialist cause of our country.
