Analysis Of The Elements Of Socialist Deliberative Democracy With Chinese Characteristics And Its Path Choice

The essence of socialist democracy is people being themselves master, realized mainly by specific democratic forms. In the process of the construction of socialist democratic politics with Chinese characteristics, Communist Party of China(CPC)put forwards that socialist democracy has two basic forms, which are electoral democracy and deliberative democracy. Proceeding insistently from China’s actual conditions, deliberative democracy socialism with Chinese characteristics carries forward socialist democracy most extensively, which enables the broad masses of the people to exercise their democratic rights better. The deliberative democracy with Chinese characteristics is a kind of institutional innovation keeping abreast of the times, promoted by the construction of routinization, institutionalization and legalization step by step under the leadership of CPC. The important selections and effort directions of China’s development of democratic politics are: insisting and improving the political consultation, the main channel of deliberative democracy;promoting the extensive, multilayer and institutionalizational development of deliberative democracy synchronously; searching for the forms of the legislation consultation of People’s Congress, the earnest talk in the democracy at the grassroots level, community forum, residents council etc.; achieving the social self-governance;and building the benignly interactive and harmonious relationship between country and society. The development of the deliberative democracy is also faced with many challenges indeed, which may be improved further according to the path selections to strengthen the role of political consultation, perfect the democracy at the grassroots level and expand the wide channels of political participation. It is concluded that promoting the mutual complementation and joint development of deliberative democracy and electoral democracy complement is the important system guarantee to promote the modernization of democratic politics in China and realize the Chinese Dream of the great rejuvenation of Chinese Nation.
