Research On Democracy - Oriented Urban Grass - Roots Governance

Around the basic connotation of deliberative democracy, era characteristics, combined with the transformation of the party’s ruling idea, as well as the urban grassroots governance and reform direction and the related theory and practice, this paper is to deliberative democracy under the guide of urban grassroots governance as the unit of analysis, in order to build and perfect the practice of deliberative democracy in the urban grassroots governance platform and operation mechanism as the research orientation, strive to explore about perfecting the current development direction of the deliberative democracy in China urban grassroots governance and its practical path. In this paper, using the policy science, management, politics and sociology and other multi-disciplinary theories, the development of urban grassroots governance and based on the analysis of the internal connection of deliberative democracy, emphatically from the structure framework, practice condition and operation mechanism theory, this paper discusses such aspects as, scheme design and reasoning, and combining with the related typical cases are analyzed. This paper puts forward the relevant public system mechanism in the construction of urban grassroots governance, for the operation of the deliberative democracy provides more perfect basic concept is:the path of practice in the policy process, for multiple subject to participate in the urban grassroots governance, to promote the practice of the public consultation platform, to respect and protect the diversity of trying to get multiple converge at the same time, cultivate a mature, civilization, modern and rational civil main body, and is widely agreed that the development of consensus; Efforts to improve the social governance, and constantly increase the intensity of interest integration, mitigate the differences in interests, needs, values, and resolve by status, rights and dignity of the social contradictions caused by resource contention, finally realizes from confrontation to cooperation; Constantly optimize the macro governance framework, on the basis of constructing scientific and efficient, conform to the situation of our country specific citizen participation and public consultation mechanism, and finally form a comprehensive economic and social development pattern.
