A Study On The Responsibility Of Chinese Government In The Cultivation Of Charity

China has a long history of the charity tradition. Charity has an irreplaceable role in the participating people’s livelihood security, adjusting the income distribution, narrowing the gap between the rich and the poor. This author argues that the most fundamental problem in the development of charity is the lack of cultivation of charity concept, the low degree of charity concept development level, and the impact of values in different periods on charity concept, which directly influenced the formation of the charity concept in China.Currently speaking, our government has a clear attitude to charity, under China’s current political system, the development of charity cannot do without the support of the government, and the cultivation of the charity concept cannot do without the promotion and guidance from the government. Therefore, what kinds of responsibility should the government shoulder in the cultivation of charity ideals and how to fulfill this responsibility? This paper, through studying the historic change of China’s charity concept, traces back the moral basis of the charity philanthropy with Chinese characteristics; combined with the development requirement of China’s·charity career, it discusses the social roles and responsibilities that the government should play and shoulder in the cultivation of social charity concept; Through the conclusion of China’s charity concept’s development degree and the practice situation of the government in the cultivation of charity concept, and on the basis of the consultation of the management experience of western countries, it puts forward that the government should be a good leader of the formation of charity concept, a good promoter of the charity concept, and a good supervisor of the charity concept practice, as well as a good propaganda of the charity concept experience in the cultivation of charity concept, to construct a new mode of the socialist charity concept with Chinese characteristics, fulfilling the transition from administrative to plural charity concepts.
