Research On The Management System Of Meshing Social Service In Miyun County, Beijing

Grid social service&management system (GSSMS) is the extension of urban grid management and the new way of social service&management. Beijing is the first to launch a comprehensive grid social service&management system construction across the city. While the practices of grid management is under way across the country, Grid management is now becoming an important means of social service&management. Our country has entered a new stage of the innovation of social governance and the deepening of social reform nowadays. The new policy on the innovation of social governance was put forward at the Third Plenary Session of the 18th Central Committee of CPC, highlighting "taking grid management and socialized service as our direction, improving grass-roots level comprehensive service platforms, reflecting and coordinating in a timely manner the interests and appeals of the people from all walks of life and at all levels". As the important theory and practice result of social development, the purpose of the innovation of social governance is to maximize public interest with a good connection between government management and social autonomy, which emphasizes the diversification of participants, negotiated procedures, composite measures and public goals. Deepening the GSSMS in the direction of the innovation of social governance is a major direction to improve grass-roots level comprehensive service&management platform.Miyun county is an early region constructing GSSMS nationwide and typical in grid management across the outskirts of big cities and rural areas. Since 2010, Miyun county has first extended the grid social service&management coverage to rural areas in Beijing by establishing the three-dimensional and classified GSSMS, which has become an important platform for social services & management with marked progresses in maintaining social harmony and stability, strengthening service-oriented government and guiding public to participate in social governance. Compared with the innovation request of social governance, there exist many shortcomings in work idea, operating mechanism and ensuring system of GSSMS in Miyun, such as lack of social involvement and human resources, focusing on management instead of service, weakening of community autonomy,imperfection of event disposal mechanism and information platform. The GSSMS in Miyun should be innovated and developed to be the main platform for social governance through perfecting the work system, regulating the operating mechanism, improving the grid service, constructing the smart and coordinated information platform and strengthening talent team of grid social service&management.
