To solve above problems, the paper thinks that it’s important to build a reasonable and effective way to express interest and resolve the contradictions, decrease the happening of the mass disturbance.The paper takes the current situation of the expression of the interest asthe point of contact. Use the case study to know the happening and fermentation of the mass disturbance, have a deep interview with the party and insider to understand the exist conflicts, the reasons and the process, the measures that the related department take, whether it’s effect. During the survey, I understand the main ways and features for interest expression, the difficulty that the party meet during the expression, which make the expression couldn’t effective, the contradictions can’t be handled timely, which buried the hidden trouble for the burst of the mass disturbance.Therefore, I summarize the shortage and defect of the mechanism of the citizen expression at present, which bedding the structure of the reasonable and effective expression of the interest.
