Public policy is the main means by which the government performs its function of management. And policy-making, together with its implementing process in a scientific, democratic and lawful way, is an effective way avoiding policy failure. Aiming at the study of the policy of "Prohibiting Motor Ships" in Dianchi Lake and its implementation by Kunming City, this thesis studies the problems coming up in policy-making and their influences on the implementation of the policy; meanwhile offering some advices, in a scientific and democratic way, on the policy-making and its implementation.Based on the studies of related theories and practical documents, after interviewing the three sides, the public, the government and the motor-ship users, related to the policy of "Prohibiting Motor Ships" in Dianchi Lake, and surveying through questionnaire, then having the data processed through SPSS 15.0 statistics software, this thesis has drawn a conclusion that: this policy is made hastily, without obtaining the viewpoints of related executives; and thus it has resulted in the high disapproval from people related to. and bringing about difficulty to its implementation. Knowing little about the policy, the public supports the policy. As to the general recognition of policy on protecting and harnessing Dianchi Lake, there is no significant difference between the motor-ship users and the public, both of them holding a supporting attitude. But they show differences in their attitudes toward the evaluation of the policy of "Prohibiting Motor Ships" in Dianchi Lake. The motor-ship users maintain that the implementation of this policy can hardly achieve the goal of elevating the water quality of Dianchi Lake, and in the making and implementation of the policy, democracy is seldom considered. At this, the public's remark is more favorable than those of the motor-ship users'.Based on the substantial evidence analysis, this paper offers a further theoretical analysis of the formulation and implementation of the policy of "Prohibiting Motor Ships" in Dianchi Lake, pointing out the true problem lies in the hasty pursuit of executive grades, so that the influences of executive leaders was much too emphasized and democracy neglected in the formation of the policy. And owing to the problem of information imbalance, morality risks and choice of inversion were involved in the formation and implementation period of the policy; which was embodied in the seeking of self-benefit by the bodies controlling critical information at different processes of the policy, which in turn eliminating the lawful supervision of the implementation of the policy.Based on what has been analyzed so far, it is advocated in this paper that in the process of the formulation and implementation of the policy of "Prohibiting Motor Ships" in Dianchi Lake, policy information should be opened, the means of healthy involvement of the public and solicitation of opinions from the benefit-related people should be established, so that the policy could be made in a scientific, democratic and lawful way, and further could be carried out smoothly.
