I use methods of theoretical analysis and case analysis to research and analysis fields,We put forward countermeasures and suggestions to Barangay City。On the theoretical analysis, the grassroots political power situation is our administrative reform process and other related theories for further analysis. In the case of the analysis process,Barangay City in Qingdao researching and analysis of the current situation can help to promote our country development。According to research, we find that the rapid development of small city is a good chance for Barangay City. but he Barangay Cities administrative system setting in Qingdao is still have some questions: unreasonable power divided, Function Transformation lag, disunity recognizing and so on.So,We should take some effort measures to solve them problems. Such like science decentralization, clear leadership township city pilot system, establishing financial and taxation system that matches powers, higher levels of government initiative in the township municipal decentralization, clarifying the division of authority within the government, a clear division of responsibilities within the government departments, government agencies and departments to promote synergies and developing related facilities, the transformation of government functions, improve government efficiency, strengthen publicity and education of government employees,establish service awareness, the establishment of performance evaluation mechanism in line with the characteristics of the township market, to achieve a unified government accountability, county municipal government should take the initiative to the township municipal decentralization, further decentralization of administrative examination and approval, supervision and service of power, further expanding the right way to reform township municipal government, regulate the township municipal government departments and staffing, scientific setting means preparation for preparation of dynamic management, control their staffing agencies reasonable growth, employment preparation explore flexible management system, optimize the township talent structure, improve the overall quality of the civil servants in Barangay City.
