Research On The Interactive Mechanism Of Government 's Purchase Of Social Service

With the continuous development of the economy and society, people’s requirement of social services is also improving constantly. The social services offered by traditional “big government” are already not satisfying people’s needs. At the same time, the old government service mode is also facing the problems that the resource allocation efficiency is quite low, and the cost of service providing is quite high. The vigorous developments of social organizations bring a new possibility for government, and provide a good way to solve these problems.In recent years, the new pattern of government purchasing public service, which is very popular in several big cities like Beijing, Shanghai, Shenzhen and etc. in China. That is, the governments purchase the public services providing by NGOs or NPOs. Our governments have get achievements in this field.The author attempts to put the government, social organizations and assessment agencies into the overall framework of government purchasing programs, and to analyze the ideal model and practical model of interaction among the three sides, moreover, to use the role theory and social interaction theory to analyze the interactive mechanism.The author collects research data through the participatory observation, depth interview and literature research. The author participated in whole process of the government purchasing public services, and made in-depth interview with the three sides that deep involved in the purchasing program to get the entire information for the process, standards, and methods of evaluation. Then, combined with the author’s own observation of government purchasing program during internship in the third-party assessment agency, as well as the reading of the literature of related studies, the author can discuss the role-play and function of the three sides in the interaction, which help doing analysis of the three sides’ interactive mechanism, and clarify the conditions and mechanism of harmonious interactions. Hope the research can be useful to the collaborative model and may be a reference to the operation of government purchasing public services.
