Harbin has certain representativeness, because it reflects the basic information of some cities in China. In recent years, with the deepening reform of administrative system in our country, Harbin city makes a lot of achievements in the primary-level social governance, but we also have some problems. Some of the problems are on the concept, some of the problems are on the action, some of the problems are historical, some of the problems are because of the surroundings.
